Train Staff as Backup Fire Guards
Contents
Fire Guards
Think your super or security guy can double as fire watch in a pinch? Think again. FDNY requires certified training for anyone performing fire guard duties, even temporarily. Last year, 83 NYC businesses got fined for using untrained staff during emergencies. Let’s break down how to legally cross-train your team without risking $10,000 violations.
Who Can Be Trained? (And Who Can’t)
FDNY allows existing employees to serve as backup fire guards IF:
• They complete 8-hour F-01 Fire Guard certification
• Maintain annual refresher training
• Only cover temporary shortages (max 4 hours)
Automatic disqualifications:
• Contract cleaners/janitors (must be direct employees)
• Security guards without F-01 cards
• Anyone with felony arson convictions (yes, FDNY checks)
The 4-Part Training Checklist
1. FDNY-Approved Curriculum: Must cover:
– Fire behavior science
– Proper use of extinguishers
– Patrol documentation
– Emergency communications
2. Hands-On Drills: Live evacuation scenarios (not just videos)
3. Building-Specific Hazards: Your HVAC rooms, chemical storage, etc.
4. Legal Limitations: When they MUST call professionals (like during sprinkler outages)
FDNY’s Staff Guard Rules (2024 Update)
New Administrative Code 15-229 states:
• Training records must be kept on-site for 3 years
• Maximum 2 staff members per 50,000 sq ft can be certified
• Must post trained staff names at fire command station
• Critical update: Staff guards can’t replace professionals during high-risk periods (construction, system outages, etc.)
The Queens Mall That Learned the Hard Way
Here’s what not to do: A shopping center trained 6 maintenance workers as backups. When their fire watch company no-showed, they used all 6 simultaneously. FDNY caught them during an inspection. Violations? $12,000 for exceeding trained staff ratio, plus $8,000 for using them during ongoing sprinkler repairs (high-risk period). Total penalty: $20,000. Proper planning would’ve cost $1,200 for supplemental professional guards.
